Horizon Technology Finance Receives
SBA “Green Light” Letter

FARMINGTON, Conn., November 3, 2014 – Horizon Technology Finance Corporation (NASDAQ: HRZN) (the "Company" or "Horizon"), a leading specialty finance company that provides capital in the form of secured loans to venture capital backed companies in the technology, life science, healthcare information and services, and cleantech industries, announced the receipt of a “green light” letter from the U.S. Small Business Administration (“SBA”) inviting Horizon to continue its application process to obtain a license to form and operate a Small Business Investment Company (“SBIC”) subsidiary.

If approved, the license would provide Horizon with an incremental source of attractive long-term capital through the use of SBA-guaranteed debentures. Receipt of a green light letter from the SBA does not assure an applicant that the SBA will ultimately issue an SBIC license and Horizon has received no assurance or indication from the SBA that it will receive an SBIC license, or of the timeframe in which it would receive a license, should one ultimately be granted.
